The Stretch is the poorest district of Akila City. Consisting of an undeveloped stretch of land between Midtown and the city walls. The population is either homeless or live in small shacks, and largely dependent on charitable donations from the wealthy residents of the Core.

When asking Elias this question, the subtitles say:
"The Stretch is the district that runs along the inside of the great wall that surrounds the city.
But what Elias actually says is:
"As the name might suggest, Wallside's the district that runs along the inside of the great wall that surrounds the city."
