Found in the following locations: Starstation UCN-48, go up the stairs until you reach the wide-open area. Go to the second floor and stick to the right side. Enter the room on the corner where it looks like some sleeping quarters and reach the end of the hallway until you hit the wall. Turn to your right and the magazine will be lying on the floor under the bed.
