Representative Chisolm is a diplomatic envoy from the Freestar Collective to the United Colonies. He wears Frontier Attire, carries a leveled handgun with ammunition, common leveled Aid, and rare leveled Credits.

Upon exiting the Frontier for the second time, Officer Wilkes arbitrarily denies Chisolm entry into the city, citing New Atlantis Security Charter, 2308 addendum, article II section 8. Chisolm is aware that envoys haven't needed diplomatic visas since the end of the Colony War, and accuses Wilkes of making up the regulation. If you offer him help, he apologizes for being flustered and asks you to go to the Freestar Collective Embassy.
