Phil Hill is the general secretary of LIST. He has no permanent residence, but rather travels between planets looking to recruit settlers. He can be found frequenting bars in various ports.
Hill has several siblings, all of whom have single-syllable names rhyming with "Hill". "My siblings are named: Bill, Jill, and Syl. The Hills. What a thrill!" He is enthusiastic about his position at LIST and its mission, but is also socially anxious and constantly exhausted from work. He claims that his ship is full of paperwork, and is always seen with a large stack of it.
If you agree to work for LIST, Hill will purchase your planet survey data, and also sell you pamphlets that are guaranteed to successfully recruit settlers.
