Digger Zemin

Digger Zemin is a beggar, who may also be a lookout for the Ebbside Strikers. He wears Fishworker Wetwear, carries a leveled handgun with ammunition, common leveled Aid, and rare leveled Credits.

He initially stands in northern Ebbside near a pillar visible from the Bayu Plaza door, across the way from Madame Sauvage's Place. As you pass, he will approach. If you are coming from the direction of Frankie's Grab & Go, he takes a bit longer to react, so you may have to wait for him to begin the mission. If you fail to wait, you may instead begin the mission by talking to Andrea Sandoval inside Madame Sauvage's Place, but will miss the Affinity opportunity.
